USA|Kansas has asked Governor Parkinson to veto the controversial uniform accounting system proviso included in the appropriations bill. Administrators believe that this system would provide an expensive and inefficient solution to a problem that does not exist.
The uniform accounting system has been a hot topic in Legislative hearings over the past few years. USA|Kansas and our administrators have repeatedly testified in opposition to any bill imposing such a system. Although the Legislature failed to pass
HB 2239, the proviso was added during the rather lengthy floor debate on the Appropriations Bill.
Given that the concept is only roughly defined in the proviso and no fiscal note has been prepared, it is hard to estimate the cost of its full implementation. However, we do know that such a system would require software upgrades statewide, extensive training and increases in non-instructional staff. According to USA|Kansas executive director Cheryl Semmel, "we believe that money is best spent on students and those programs and services that impact student achievement."
