Democratic Legislative Leadership proposes Kansas Kids First, a plan to restore K-12 funding
Earlier today, Kansas Democratic Leadership proposed a school finance plan to restore K-12 education funding at press conferences scheduled at Mission Valley Middle School in Shawnee Mission USD 512 and at Lowman Hill Elementary School in Topeka USD 501. Kansas Democrats decided to postpone the presentation last week in anticipation of Boeing officials announcement regarding closure of the Wichita facility.
According to Democratic Leadership, the plan is an alternative to Governor Sam Brownback’s proposal, which calls for increasing the base, per-pupil funding amount, but eliminating most of the current weighting factors.
The proposed plan provides that base state aid per pupil (BSAPP) increases as follows:
- 2012-13 School Year, add $66.75 to increase the BSAPP from $3,780.00 to $3,846.75
- 2013-14 School Year, add $66.75 to increase the BSAPP from $3,846.75 to $3,913.50
- 2014-15 School Year, add $133.50 to increase the BSAPP from $3,913.50 to $4,047.00 (Based upon 50 percent of the state general fund estimated increase)
