Annual Fiscal Survey of States released, finds FY 2010 most challenging since Great Depression

The National Association of State Budget Officers (NASBO) and the National Governors Association (NGA) has released its Spring 2010 edition of the Fiscal Survey of States. The report finds that FY 2010 presented the most difficult challenge for states’ financial management since the Great Depression and FY 2011 is expected to present states with similar challenges. The severe national recession that most likely ended in the second half of calendar year 2009 has drastically reduced tax revenues from every revenue source.

The report takes a close look at spending trends, revenue actions and year-end balances in all 50 states. The report is based on surveys conducted by NASBO, with information being provided by budget officers in each state.
     
The Fiscal Survey of States is published twice annually by the National Association of State Budget Officers (NASBO) and the National Governors Association (NGA). The series was started in 1979. The survey presents aggregate and individual data on the states’ general fund receipts, expenditures, and balances. Although not the totality of state spending, these funds are used to finance most broad-based state services and are the most important elements in determining the fiscal health of the states. A separate survey that includes total state spending, NASBO’s State Expenditure Report, also is conducted annually.
